1. Status and Powers
Personnel who visit your property are employees of a private company contracted to collect the license fee. They are not police officers, and they are not government officials.
2. Rights at the Door
Because they are private cold calling sales staff, you are not required to provide any personal information, including your name or phone number.

- ● They cannot "caution" you in an official capacity.
- ● They cannot 'inspect' your equipment without your express permission.
Recommended Procedure:
If someone is at your door, you can simply say "No thank you" and close the door. You do not need to enter into a discussion.
3. Documentation (Form TVL178)
Visiting sales staff may attempt to complete a "Record of Interview" known as Form TVL178. You should be aware that you are under no duty to complete or sign this document.
This form is a tool used to gather evidence for potential prosecution. Even if you believe you are explaining your status, the information recorded can be used against you. It is entirely within your rights to decline the interview and refuse to sign any paperwork.
